Dear Mr. Schwencer:

The following modification of the Sequoyah Nuclear Plant Unit 1 Technical Specifications is requested as discussed with you on this date.

Add the following statement to paragraphs 3.6.3.1, Containment Isolation:

avg 7350 F; 3.5.3, ECCS T,yg 3.6.2.1, Containment Spray; 3.5.2, ECCS T

<3500F; and 3.7.1.2, Auxiliary Feedwater.

"The provisions of specification 3.0.4 do not apply for entry into Modes 4 and 3 when system inoperability is solely due to piping support or restraint deficiencies."

The provisions of the letter dated April 29, 1980, from J. P. O'Reilly, Director, Region II, NRC, to H. G. Parris, Manager of Power, TVA, prohibit initial criticality until the matters discussed in the letter are resolved to the satisfaction of the NRC.

This proposed modification has been reviewed by the Sequoyah Nt.; clear Plant Operations Review Committee and the Nuclear Safety Review Board and it was determined that the modification does not constitute a reduction in safety margin nor does it constitute any hazard to the health and safety of the public.
