1M0-HUNDRED-FORTIETH MEETING 0F THE ADVISORY COMMITTEE ON REACTOR SAFEGUARDS, APRIL 10-12, 1980
Dear Dr. Ahearne:
The Advisory Committee on Reactor Safeguards held its 240th meeting in Washington, DC on April 10-12, 1980.
Items considered at this meeting are summarized below:
The Comittee met with members of the NRC Staff to review NUREG-0660, Draft 3 of the NRC Action Plan Develooed as a Result of the TMI-2 Accident.
The Committee met with members of the NRC Staff and with representatives of the nuclear power industry to discuss resolution of the generic issue, Anticipated Transients Without Scram (ATWS).
The Comittee discussed the Reorganization Plan No.1 of 1980 as it affects ACRS activities.
The Comittee met with members of the NRC Staff and representatives of Offshore Power Systems to ' discuss the proposed core ladle design for the Floating Nuclear Plant.
The Committee has sent you separate reports on the matters noted above.
The Comittee met with the NRC Staff and with representatives of the Babcock and Wilcox Company (B&W) to discuss the transient resoonse and vulnerability of B&W nuclear steam supoly systems.
The Committee has pro-vided an initial report regarding B&W Plants under construction and plans to continue consideration of NUREG-0667, Transient Response of Babcock and Wilcox Designed Reactors during its 241st meeting.
The Committee discussed a proposed reply regarding clarification of the December 11, 1979 ACRS report on the pause in licensing. Additional dis-cussion is planned during the 241st meeting.
Members of the NRC Staff briefed the Committee on the reorganization of the Office of Nuclear Reactor Regulation and the status of the low-power test program at the Seouoyah Nuclear Power Plant Unit 1.

Honorable John F. Ahearne April 22,1980 The Committee met with members of the NRC Staff to discuss the proposed Nuclear Data Link between operating nuclear power plants and the NRC's Operations Center in Bethesda.
The Committee plans to continue considera-tion of this matter during its 241st meeting.
The Committee endorsed proposed changes to Regulatory Guides on Qualifica-tions of Insoection, Examination and Testing Personnel for Nuclear Power Flants and Qualification of Quality Assurance Program Audit Personnel for Nuclear Power Plants.
The Acting Executive Director for Operations has been advised of this action.
The Committee met with you and Commissioners Bradford and Gilinsky to discuss matters related to the NRC Action Plans and recovery operations at TMI-2.
