Dear Mr. Lutken:
Thank you for your letter of February 12, 1980, in response to my letter of December 4, 1979.
You requested in your letter that "the subject areas of the management appraisai inspection, as well as the criteria to be used in their evaluation, be made available to the utility."
The areas covered in a Performance Appraisal Branch (PAB) management appraisal inspection and the scope of these inspections are outlined in the PAB Annual Report for FY 1979 which will be issued in the near future.
Administration of the management appraisal inspection program, including methodology and general guidance for the performance and documentation of the inspections, is described in Manual Chapter 2911 to the NRC Inspection and Enforcement Manual. This manual chapter will also be issued in the near future.
Specific criteria for the management appraisal observations are contained in PAB procedures which are at this time exempt from public disclosure under Section 9.5(a)(2) of 10 CFR Part 9.
We appreciate your suggestions regarding performance appraisal in the areas of plant licensing and communications between licensees and NRC regional offices.
These suggestions will be evaluated for their potential application as the PAB inspection activities develop.
If you have any additional questions or comments on the above issues, I would be pleased to discuss them with you.
