Grand Gulf Nuclear Station Units 1 & 2 Docket Nos. 50-416 & 50-417 File 0260/L-860.0/6684 Comments on NRC Letter Concerning the Performance Appraisal Function AECM-80/13 We have received your letter of December 4, 1979 and in response to your request we are offering the fcllowing co=ments.

MP&L requests that the subject areas of the management appraisal inspection, as well as the criceria to be used in their evaluation, be made available to tha utility. We feel that objective criteria will need to be developed in order to take a positive approach with this program. We would like the opportunity 'to co= ment on the subject areas and the criteria, but more importantly, we feel that they will be most helpful to the utility in its own self-evaluation of its management programs. A utility self-evaluation, followed by the performance appraisal, would provide a more positive approach to the same end result--to insure the public health and safety.

We agree with the intent of the performance appraisal inspection program and feel that it is important to standardize the application of regulation between the regions. In addition, however, we feel that it is important to appraise the standardization of the criteria applied to the licensing of plants by the Office of Nuclear Reactor Regulation and the interpretation of the criteria by the Office of Inspection and Enforcement to insure compliance.

The appropriateness, as well as timeliness of responses on both ends of this communication channel, should be appraised to enhance the application of inspection and enforcement regulation.

We appreciate your letter describing the details of the performance appraisal function and sincerely hope that further details of the program will be promulgated so that the personnel within our organization can be made aware of further details as they become available.
