a ENCLOSURE HARTSVILLE AND PHIPPS BEND NUCLEAR PLANTS SUPPLEMENTAL RESPONSE TO NRC-01E BULLETIN 80-03*

I The previous response to IE Bulletin 80-03, which was transmitted from L. M. Mills to J. P. O'Reilly on March 21, 1980, did not include information on the STRIDE portions of Hartsville and Phipps Bend Nuclear Plants. When this omission was discovered an inspection was promptly initiated.

For the STRIDE portion of the plants, the only adsorbers that have been received at Hartsville and Phipps Bend are in the Standby Gas Treatment System. The Standby Cas Treatment Systems at Hartsville'and Phipps Bend Nuclear Plants are equipped with deep-bed, gasketless adsorbers manufactured by CTI Nuclear. Seven of the eight adsorber units at Hartsville and all four adsorber units at Phipps Bend were inspected. On these filtet , the perforated screens are spot welded to the casing on approximately 3/4-inch centers. it Hartsville several areas were noted in which the spot welds had broken loose, allowing the screen to separate from the frame. Spot welds in the Phipps Bend adsorbers appeared to be holding but some screen to frame separation was noted between the welds. Charcoal has not yet been loaded into these adsorbers, therefore, leakage could not be detected.

This condition is considered to be a deficiency and a nonconformance has been initiated to ensure that proper corrective action will be taken.
