QUESTIONS ON ADEQUACY OF STATION ELECTRIC DISTRIBUTION SYSTEM V0LTAGES

Questions:

Has testing been done to verify the analysis?a,c DL should supply both the test method and the results per the require-b ments of page 2, paragraph 3,

2.

What are the terminal voltages on low voltage AC (less than 480 V) class lE equipment for each analyzed case. Do these systems supply any instruments or control circuits as required by GDC 13? If so, are all equipment capable of sustaining the analyzed voltages (without blowing of fuses, overheating, etc.)? Is the connected equipment qualified by the manu-facturers to withstand the expected voltages without affecting their ability to perform the required function?

DL should provide the review requested in page 2, paragraph 4 of events or conditions which could result in the simultaneous or consequential loss of both required circuits to the offsite grid (to determine if any potential exists for violation of GDC17).

The attachment of reference c, section 3.0 indicates that the 4160 V emergency bus drops to a minimum of 84% and, on the heaviest loaded 480 V emergency bus, the voltage drops to a minimum of 78.5% when starting a 6000 hp reactor coolant pump.

b Per NRC guidelines 3 and 9, compare these voltages with the required terminal voltages, for normal operation of the class lE loads (starters, contactors, and motor). What are the terminal voltages on equipment, 480 V and below when starting the largest 480 V class lE load when all other class lE loads are running?
