UPDATE REPORT MMCH 4,1980 Sis report is an update to the Project Status Report you were sent on February 22, 1980.
As you probably know, the Crystal River plant (B&W-2452 Mr(t)) experienced a loss of power transient that resulted in reactor-coolant pump trip, HPI, initiation, and overfilling of the primary system. About 43,000 gallons of water was spilled on the floor of the containment.
Although we have not seen an official NRC account of the Crystal River transient, indications are that one or more of the various post-TMI NRC madated fixes may have exacerbated the results of the transient. Some of these NRC fixes were B&O Task Force Recornendations.
I have scheduled a discussion of the Crystal River transient for 1 p.m. at tomorrow's meetirq. The NRC will not be able to state at tomorrow's meeting whether or not any B&O requirements had a negative impact on the transient, but they should have this information in hand for the B&O discussion scheduled for the full Committee on Friday, March 7, from 8:30 a.m. to 12:30 p.m.
I have also attached two reports for your review. The first is from Dr. Bates of our Staff Wich indicates that it may be impossible to achieve 50 F sub-cooling in a B&W reactor prior to refilling the pressurizer and going water-
. solid, unless HPI flow is severely throttled.
(Note: at Crystal River the HPI ficw was on for about 100 minutes.) The second rep:rt is from AIF. his report provides comments on the scope, content, priorities, and impact of the NRC Action Plan. We W Owner's Group representative will make reference to this report during his presentation tomorrow afternoon.
A cepy of the revised agenda is attached. Also attached is a copy of a memo from Mike Bender with coments on some of the NRC B&O recomendations.
I have also received the fi-al bound versior$s of the B&O NUREG reports. Copies of the reports will be.i the table for tomorrow's :.eeting.
