! Pursuant to 10 CFR 50.90, the Virginia Electric and Power i Company requests an amendment, in the form of changes to the Technical '

li Specifications, to Operating License NPF-4 for the North Anna Power Station, Unit No. 1. The proposed changes are enclosed and have been designated Change No. 32.  ;

The North Anna Unit 1 Technical Specification Surveillance [

Requirement 4.4.9.3.1.d requires testing of the pressurizer power operated  !

relief valves in accordance with the inservice test requirements for ASME  :

Category C valves pursuant to Specification 4.0.5. ASME Category C valve testing pursuant to Specification.4.0.5 is designed for valves which are self- '

actuating and does not apply to the pressurizer power operated relief- valves; therefore, a Technical Specification change to require testing of the pressurizer .

valves to be tested in accordance with Section XI of the ASME Boiler and Pressure Code (1974 Edition with Addenda through the summer 1975) except where specific written relief has been granted by the Nuclear Regulatory Commission. The  :

Testing the pressurizer power operated relief valves takes approximately one to two hours and requires a minimum of t5m people in the test area to perform; -therefore, the conditions cited above preclude the pressurizer. power operated relief valves being tested once every three months as required for ASME Category B valves pursuant to-Section XI of the ASME Boiler and Pressure Code without unacceptable radiation exposure to test personnel.

~We propose the following test program:

(1) The' pressurizer power operated relief valve will be cycled once every three months.

i This test program meets the testing requirements of ASME Section XI for Category B valves with the exception of test fregt ancy; therefore, in accordance with 10 CFR 50.55a.(g)(6)(1), an exemption to test the pressurizer power operated relief valve as described is requested. This proposed change will make the Unit 1 Specification identical to the currently approved Unit 2 Specification.  !

This proposed change has been reviewed and approved by the Station Nuclear Safety and Operating Committee and the System Nuclear Safety and Operating Committee. It has been determined that this request does not in-volve an unreviewed safety question.

We have evaluated this request in accordance with the criteria in 10 CFR 170.22. It has been determined that this request involves a single safety issue which is not a significant hazards consideration; therefore, a Class III license amendment fee is required. Accordingly, a voucher check in the amount of $4,000.00 is enclosed in payment of the fee.
