2 No quantitative assesscent of the severity of each event was performed by the NRC. The ECCS actuations of March 79, 1978 and April P3, 1978 were considered severe due to the magnitude and extent of the accompanying transients, whereas the actuations of November 7,1978 and December 2, 1978 were of short duration and thus less severe.

Ilowever, cach ECCS actuation was significant in that they were all valid initiations.

With regard specifically to the U$5 of HPI at THI-2, whether you 4.

contecplated any actions that would reduce the number of actuations of HPI under non-loss-of-coolant accident condit. ions.

The TNT-2 ECCS actuations resulted from ei ther an actual loss-of-coolant condition (March 29, 1978), an overcooling condition (April 23, 1978 and December 2,1978), or an underpressure condition (November 7, 1978). For each non-loss-of-coolant accident condition, the ECCS actuation was necessary to maintain or restore subcodintJ of the reactor coolant system.

The cause of each actuation was unique, as was the appropriate corrective action to prevent recurrence of the transiesits.

The licensee's corrective actions were reviewed and found acceptable.

No additional actions were contemplated by the fRC that would reduce the ntnber of HPI actuations.

By memorandua dated March 31, 1978, t'he Region requested that we review the adequacy of the control system for the subject valva.

The request is based on failure of the valve in the open position.

Failure in this position is covered in Section 7.4.1.1.6 of the FSAR.

We conclude that additional review is not warranted.

Action Itera F14674H2 is closed.
