IN OFFICE OF NUCLEAR REACTOR REGULATION

The Nuclear Regulatory Commission today announced a reorganization of one of its principal program offices, the Office of Nuclear Reactor Regulation (NRR), effective December 28..Benard C. Rusch' is Director of NRR, and Edson G. Case is Deputy Director.

The reorganization p.lans were announced by Lee V.

Gossick, Executi.ve Director for Operations.

o In commenting on the changes, Mr. Gossick sa.d:

"Over the last several months, we have been analyzing the efficiency and effectiveness of the NRR structure.

A basic reorganiza-tion seemed desirable to help achieve our goals.

I believe the recommendations of Mr. Rusche and Mr. Case -- which have, been adopted -- will effect i.nprovements in all aspects of the NRR activities."

Under the reorganization, NRR's two existing di, visions, Reactor Licensing and Technical Review, are being abolished, and four new divisions will be created:

1.

The Division of Operating Reactors, which will review the design and operational changes in operating reactors, and analyze and respond to operating experiences as they develop and assure that current experience is factored into new licens-ing actions.

Victor Stello, Jr., formerly Assistant Director for Reactor Safety, is appointed Director.

2.

The Division of Site Safety and Environmental Analysis which will review and evaluate all safety and environmental aspects of reactor sites.

The Director is Harold R. Denton, formerly Assistant Director for Site Safety.

The Deputy Director is Daniel R. Muller, who has been serving as Assist-ant for Environmental Projects.

The Division of Project Management, which will carry out project management functions for reactor safety reviews i

through the operating license stage, and coordinate and schedule adequate and consistent technical reviews for each application.

Director of the Division is Roger S. Boyd, formerly Acting Director of Reactor Licensing.

4.

The Division of Systems Safety, which will carry out the detailed safety reviews of reactor applications through the operating license stage.

The Director is Robert E. Heineman, who has been Director of the Division of Technical Review.

The Deputy Director is Frank Schroeder, Jr., who has been Deputy i

Director of the Division of Technical Review.

~t The Antitrust and Indemnity Group and the Program Support Branch of the Office of Nuclear Reactor Regulation, which re-port directly to the Director of the Office, will remain i

essentially unchanged.

The Chief of the Antitrust and Indem-t nity Group is Jerome D. Saltzman.

Darrell G. Eisenhut is Assistant to the Director and also Chief of the Program Support Branch.

In elaborating on the changes, Mr. Rusche said:

"We believe the aew arrangement will afford improvements in effi-ciency, while continuing to assure protection of the public health and safety,' and the environment, in three major ways:

"1.

The arrangement will assure the continued safe operation of existing plants, with minimal downtime, and,with,

improved feedback of. operating experience into licensing requirements and' decisions; "2.

There will be improvement in the efficiency and effectiveness of the application review process ih'that there will be more manageable divisions, each with a more specific charter; and t

"3.

Site safety and environmental reviews will be accom-plished more efficiently and effectively by the establishment of.a separate division to review those portions of applications I

which often are the limiting factors in-the NRR review process.

BIOGRAPHICAL SKETCHES "i

Victor Stello joined the regulatory staff of the former Atomic Energy Commission in 1966 and served in various capaci-ties as a project leader and branch chief until being named Assistant Director for Reactor Safety in March 1973.

In August 1975, Mr. Stello was awarded the Distinguished Service Award--the former AEC's highest award for employees--for out-standing contributions to the nation's nuclear energy programs.

Before joining the AEC, Mr. Stello was employed for six years by the Pratt and Whitney Division of United Aircraft Company.

He received B.S. and M.S. degrees in mechanical engineering from Bucknell University.

Har'old R.

Denton joined the former AEC's regulatory staff in 1963 as a reactor physicist and served in various management positions until being named Assistant Director for Site Safety in 1973.

Frop 1967 to 1971, Mr. Denton served as a branch chief in the Commission's Division of Compliance.

In 1971, he was appointed Assistant Director for Site and Radiological Safety in the Division of Reactor Licensing.

Mr. Denton came to the former AEC from E. I. du Pont de Nemours and Company, Inc., Savannah River, South Carolina.

He was graduated from North Carolina State Cellege with a degree in nuclear engineering.

Roger S. Boyd joined the regulatory staff of the former AEC in 1961 as a reactor engineer.

Since 1964, he has served in various management positions as a branch chief,. assistant director, assistant deputy director and deputy director until being named acting director of the NRC's Division of Reactor Licensing, Office of Nuclear Reactor Regulation, last August.

Mr. Boyd has been involved in nuclear programs since 1956 when he joined the Battelle Memorial Institute in Columbus, Ohio.

He is a graduate of Ohio State University with a B.S. degree in physics.

Robert E. Heineman has been serving as the NRC's Director, Division 'of Technical Review, Office of Nuclear Reactor Regula-tion, since coming to the NRC in June from Battelle-Northwest Laboratories in Richland,-Washington, where he was in charge of Exxon's nuclear programs.

He has 26 years of experience in reactor design, operation, safety and physics, and previous l

management responsibility over both research and development programs and construction projects.
