I Da Oct cher 9,1976, flooding occurred in the turbino building. Unit No. 3 was chut down for refueling. Tae Unit Mo. 3 condenser had five manways open for maintenance.

Tne incident occurred when the cloctrical supply to tho air controllers on tite six 78-inch condenser outlet valves was lest. This caused the valves to attecpt to open. Que of the six strongbacks, installed on the valves as a aufety manaure, failed and one 78-inch valve opened. Ine laka water back-f1 wad throurja the open mauways until electrical power uas rastored 32 ninutes later, and tite open valve vaa closed. The water care within five inches of flowing over the curos 2 at the entrances to the auxilicry building. Turther l

flooding could nave rendered the high pressure f njection, low pressure injaction, l

contain tent spray and all sources of water to the uteam generators for all i

units inoperabla. Tae turbine and auxiliary buildings are corcon to all units.

Eo poscibility c::ists for en incident which could cause rore severe flooding from rupture of a pipe downstrea:n of the 76-inch condeuser valve in the turbine building or failure of the valve bcucings.- Anotner possibility is

rupture of the condenser which could da= age the outlet valves adjacent to i

the condenser. A seismic event could cause such a failure.

hacorsendations and Proposed Course of Action:

1.

The Division of Operating:Eeactop (DOR) will ' review the flooding incident and detaruine if the licensee's proposed rourse of action is appropriate.
