Dear Mr. Moseley:

Oconee Nuclear Station Appendix B Technical Specification 1.2, Table 1.2-1 specifies a limiting quantity of 10,000 pounds of liquid cleaning detergent to be used per year at Oconee. On January 12, 1977, during the monthly bulk chemical inventory, it was noted that the total usage of liquid cleaning detergent for the year of 1976 was 11,211 pounds.

The limiting value for liquid cleaning detergent usage, as stated in Table 1.2-1, was established prior to station operation and was based upon an estimate at that time of the expected annual usage values.

This value has since been demonstrated to be overly conservative for present and future operation. Also, it is not consistent with present state and federal regulations.

Accordingly, an amendment to the Oconee Nuclear Station Non-Radiological Technical Specifications was requested by our letter of September 1, 1976.

The amendment revises the method of control of station chemical effluents by instituting a chemical effluent monitoring program in lieu of the present chemical inventory program. It is felt that this proposed technical specification implements reasonable updated guidelines for control of chemical effluents released from Oconee Nuclear Station.
