The purpose of this letter is to clarify one aspect of these responsibilities so as to assure effective l
annlicetion of regulatory requirements in this important area.

provide physical protection and to ittple::ent the securit-plan nutnit ted to the Co-nission. A necessary element for approval cf the plan of a nuclear power reactor is the provision of guards.
Ve er;act that the resronse requireecnts for these cunrds vill be the sa-e as called out in 10 CFR 73.50 (g)(2) which requires that cusrds respondinr to a possible threat shall determine if a threat i
exists, assess the extent of the threat. and initiate inessures to I
r.eutralize the thrent, either by cetinc on their own or by calling for assistance f rom I
local law enf orcerent authorities, or both.
It ennents that the option for pusrds takinr action on their own or l
callin for outside assirtance may conceivably be subject to mis-interpretation.
The current rer'ulation contemplates that guards are to be instructed that their first priority is to ansess the extent

of the threat and convey te the proper law enforcerent authorities the nature of the threct. They should then, or simultaneously if possible. take action on their own to counter the threat. deferriny actica pendinr, the arrivel of reinforcements only in those instances in which a guard's life would be placed in needless peril when faced with an overuhelming force.
In such instances, guards could be expected to take prudent delaying action whenever possible while aweiting assistence, i
