This is in response to your letter of June 13, 1974, regarding the program for insertion of sirconium oxide spacers in Ccose.
1.
We agree that the program will be of benefit in verifying the ability of the incore detectors to detect gaps resulting from fuel densification affects.
1 Pursuant to Section 50.59 of 10 CFR Part 50, you are authorized to conduct experi= cats not dnscribad in the safety analysis report without prior Commission approval unicas the experiment involves a change in the Technical Specifications or an unreviewed safety question. We assu=e fro-your letter that you are not asking Commission approval for this experirent and that you have, therefore, determined and documented that the experiment does not involve an unreviewed safety question.
We have reviewed the document attached to your letter and conclude that you have not supplied sufficient justification for our withholding this information from public disclosure.
In order for this information to be dealt with as proprietary data la accordance with'the provisions of Section 2.790 of 10 CFR Part 2, specific identification of the proprietary information is required, together with a full explanation of why this information should be handled as proprietary.
