capacity from 216 to 474 fuel assemblics by replacing the existing storage racks with those of a design capable of accomodating an increased number of assemblies, in accordance with the licensee's application for amendment dated. September 12, 197S.
Prior to issuance of the proposed license amendments, the Co.amission will have made the findings required by the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations.

The proposed amendment would. increase the total number of fuel assemblies capable of being stored in Unit 3 spent fuel pool from 216 to 474 assemblies. This increased storage would be made possible through closer spacing 01 fuelassemblifesutilizinganewlydesignedHighCapacity Fuel A neduly 5turage Ru d.
The increased number and closer spacing of fuel assemblies would result in a calculated maximum keff of.95.
This' increase above the present maximum keff of.90 involves a signiticant decrease in the satety margin trom criticality in the spent fuel pool.
An increase in the number of stored spent fuel assemblies
- wculd recult in an additional dccay heat 1 cad cn the cp=t fuel pool cooling system. This increase would result in a reduced marcin in the ability of the cooline system to maintain the fuel pool water temperature below the boiling point.
