By letter dated December 6,1974, we requested that yon ' submit sa application to your license that would change the Technical Specifications related to installed filter systems. This was considered necessary in order to==== w high confidence that the systems will function reliably, when needed, at a degree of efficiency equal to or better than that assumed in the accident t
saalyses. Your reply of January 15, 1975, s===dsed your review of this subject and expressed the conclusion that the present Technical Specifications for the Oconee Nuclear Station are adequate to====re the reliability and efficiency of the systems.
g We have again reviewed the Ocomoe Technical Specifications for filter systems in light of your coussents and those we have received from other licensees on this general subject. We find that these t=ehnical specifi-cations do not provide the desired degree of assurance.- In particular, the tochtical specifications for the Penetration Roon Yeatilation System and

the Hydrogen Purge System are lacking is certain Limiting Conditions for Operation and surveillance requirements that we believe are meca==ary.
