Cont ract AT (49-5)-2667 Ouke Po<ce Coneany - Weir at OCONEE !;uclear Station Occkets 50-269,-270,-287 Cear Dr. Morris:
Following receipt of Ar.endrent No. 6, concerred wi th the tocic referenced acove, we reviewed the naterial pertaining to the modi fi cati ?n in the design of the wei r to orevent darage or ics' of the wei r under condi tions correspending to hign veloci ty ficv. ov. < the crest of the sub-rerged earth dar. as the water is Icwered.
The design, as revised f rom the previous description of i t, arpears to be satisfactorv.
- Mcwever, Drs. A. J hendren and E. J. Corcing raised several questicns ccncerning sor..e of the detai ls pertaining to tne greuting cperations for the dcwns t ream s lope, uni ch I t ransni tted to ycur of fi ce cy telephone.
Tnese questions were tnen discussed in a telephcne conversaticn that I had with fir. Willian S. Lee, Vice-President, Engineering, of the Duke Powe r Ccepany on 15 April 1969, by authorizaticn f rom your staf f.
We were qui te satis fied wi th the 36 irches of rinrap extending cver the en ti re dcuns t rean s lope, bedded en a 12-in. c rus ne r-run i
stone Llanket as a filter.
A tce drain is also provided, draining tne weir into a rock tee.
Our concern was wi th th ree i tens, orinari ly,
as fol i cs.s :
(1)
There is not given in the amendment a ccmclete cescricti on of tne grouting procedure. We wanted to be sure.the grouting was dcne i
in the cry so as to avoid dif ficulties wi th grout filling the drains anc j
therecy caus ing di f #i cul ties wi th trapped water pressures under condi tions of racid draudown.
(2)
The description of the drains, provided through the grout surface on the blanket to relieve uplift pressure, is not conolete enough to insure that these would operate properly.
l't is important tnat the drain holes permi t di rect access from tne 12-in. filter bed through the ricrap olanket, to avoi J build up of excess press'ures in the body of the weir (3'
.We-are also concerned wi th the possibili ty of clogging the toe drain in the' grouting operations.

Dr. Feter A. tierris
? age 2 24 April 1969 In my discussion with idr Lee, it became clear that these topics nac' been considered accouately and tnat the procedures being fol lcwed were satis factory, al tnough tney are not described concletely in the a.~endment.
The grouting is being done in the dry, drain, noles are being placed on a relatively close spacing tnrough the blanket, and accitional holes will be drilled through the grout, if necessarf, after'the grouting operation is completed.
The greuting is ceing done wi th a grcut nixture and crocedure that should avoid clogging cf the toe drain.
Hence, af ter this explanation was recei /ec and af ter consultaticn wi th Des. Hendron, Corcing, anc W.
J. dall, we new feel that the provis ions for the suener.ed wei r ces ign are satis f actcry.
Ve ry t ru ly you rs,
