Gentlemen:

This refers to the inspection conducted by Messrs. T. N. Epps, H. L. Whitener

and G. R. Jenkins of this office on January 27-31 and February 4-7, 1975,

of activities authorized by NRC Operating License Nos. DPR-38, DPR-47 and

DPR-55 for the Oconce-1, 2 and 3 facilities , and to the discussion of our

findings held by Messrs. Epps, Whitener and Jenkins with Messrs. J. E. Smith

and J. W. Hampton and other menbers of the Oconee staf f at the conclusion

,

of the inspection.

Areas examined during the inspection and our findings are discussed in the

enclosed inspection report. Within these areas ,. the inspection consisted

of selective examination of procedures and representative records,

,

interviews with personnel, and observatiens by the inspector.

,

The results of our followup of previously identified matters are

contained in the enclosed report as follows:

The results of our inspection of your corrective action on

previously identified iters of noncompliance are discussed

in Section II of the su= mary of the enclosed report.

Ine status of unresolved items identified in previous inspection

During the inspection, it was found that certain activities under your-

license appear to be in noncompliance with NRC requirements.

The non-

compliance and references to pertinent requirements are listed in

'

Section I of the sum =ary of the enclosed report.

This notice is sent to you pursuant te the provisions of Section 2.201

of the NRC's " Rules of Practice," Pat: 2, Title 10, Code of Federal

Regulations.

Section 2.201 requires you to submit to this office,

within 20 days of your receipt of this notice, a written statement

or explanation in reply including:

(1) corrective steps which have

been taken by you, and the results achieved; (2) corrective steps

which will be taken to avoid further noncompliance; and (3) the date

when full compliance will be achieved. No additional response is

requested to noncompliance items I.A.4 and I.B.2.

During the inspection it was determined that a previous commitment

made in writing to the Commission had not been met.

The item is

identified as a " deviation" and appears in Section V of the summary

,of the enclosed report.

You are requested to inform us of your

plans for implementation of this commitment.

,

Other infractions and deficiencies which were identified through

your internal audit program are shown in the details of the attached

report.

In each case appropriate reports were made and corrective

action was initiated or completed and no additional information is

needed for these items at this time,.

In accordance with Section 2.790 of the NRC's " Rules of Practice,"

Part 2, Title 10, Code of Federal Regulations, a copy of this letter

and the enclosed inspection report will be placed in the NRC's Public

Document Room.

If this report contains any information that you

believe to be proprietary, it is necessary that you submit a written

application to this office requesting that such information be withheld

from public discicsure.

If no' proprietary information is identified,

a written statement to that effect should be submitted.

If an_ application

is _ submitted, it .must - fully identify ' the bases for which inf ormation

is claimed to be propriets;y.

The application should be prepared so

that informatica sought to be withheld- is incorporated in a separate

paper and referenced in the application since the application will
