This is in partial response to your letter dated June 30, 1980, in which you requested, pursuant to the Freedom of Information Act, five categories of documents regarding the Seabrook licensing proceeding.

Your letter was received in my office on July 14, 1980.

Enclosed are a copy of 11UREG-0348 in response to item one of your request and two letters dated fiarch 11 and July 2,1980 in response to item five of your request. These documents were furnished by fir. B. K. Grimes.

I have also circulated your letter to other NRC offices in order to obtain any additional material subject to your request that might be located,elsewhere in NRC. When these other offices respond, I will be in touch with you regarding any documents they may locate.

Dear Mr. Grimes:

As 7 crust you know, I have been trying on various occasions to reach you by telephone.

Since I have not had a return call, I am forced to proceed more formally by means of this letter.

This letter should be considered by you as a formal request for information under the Freedom of Information Act.

The information I am requesting is on behalf of the Seacoast Anti-Pollution League, an Intervenor in the Seabrook licensing proceeding.

We request the following:

A statement of any documents, not available through the I'deral Register, on which it was determined that the Sedrook Nuclear Power plant was one of 12 deserving special attention with regard to emergency planning.

I attach hereto a list of the 12 nuclear power stations forwarded under cover of a letter dated April 22, signed by John W. Macy, Jr.,

and addressed to Governor Gallen for your information.

A statement of the ranking of Public Service on the list of 12.

That is, we desire to know if the listing of Seabrook as the number 6 site bears any significance

in terms of prioritizing these units, and if the answer to this question is yes, we request any documents, not puolished in the Federal Register, on which it was determined that the Seabrook plant deserved a particular rating.

With respect to any documents which are published in the Federal Register, but would otherwise be within the scope of numbers 1 and 2, the citation to the Federal Register in which those documents appear.

Any docunents furnished to your office as a result of your letter reques'cing estimates of evacuation time af ter notificatio's of December 26, 1979, with regard to the Seabrook facility.

We include, without limitation any documents furnished to your office by the permittees, their consultants and contractors, and consultant 3and contractors acting on behalf of any governmental unit, including FEMA, NRC, or the State Office of Civil Defense of New Hampshire.

Copies of any correspondence from your office to the Seabrook permittees, State or Local officials in New Hampshire, regarding emergency preparedness at the Seabrook plant, and also copies of any memoranda of telephone conversations you may have had with the foregoing since December 26, 1979.

We will look forward to your compliance with this request within the time limits set forth in the Act.

Dear Governor Gallen:

The Tederal Emergency Management Agency (FEliA) is asking for the cooperation of New Hampshire State and local officials in an independent assessment of evacuation time around the Seabrook Nuclear Power Station.

This request follows from President rarter's December 7,1979, directive to FEMA to take the lead in all off-site emergency activities dealing with nuc1 car power stations and for the Nuclear Regulatory Comission (NRC) to assist.

At the same time, the President also encouroged State and local officials to work with FEMA to assure the necessary coordination of their rrspective emergency responsibilities.

Under a recer.tly signed agreement, FEMA promised to assess independently the evacuaticn times around twelve reactor sites which have the highest population density withir, the ten-mile emergency planning zone or are nutually agreed upon by FEMA and NRC.

The Seabrook site, located in Rockingham County, is one which FEMA will be studying.

FDM is contracting with experienced and well-known transportation planners and their consultants tc undertake such an messment.

As part of the Statement of Work, we are asking the contractor to make on-site visits and d's:ess the assessment with the principal local officials and the facility operator in order to assess the transportation system and routes, the decocraphy of the area under study, and any other evacuation studies

We would like to request your cooperation in this assessment and will keep you informed of our progress.
