ISSUANCE OF AMENDMENT NO. 4 TO LICENSE NO. OPR SEQUOYAH NUCLEAR PLANT, UNIT 1 The Nuclear Regulatory Comission has issued the enclosed Amendment No. 4 to License No. DPR-77 in accordance with your letter of April 9,1980, Master Plan for Low Power Test Program; March 27, 1980 test procedures for the program; and subsequent letters of May 9, 12, 19, 20, June 25, and July 3, 1980, j

that provided further information on the program and associated procedures.

Exceptions were requested to the Sequoyah Nuclear Plant, Unit 1, Appendix A Technical Specifications which will permit you to perfonn the special low power test program identified in Section 8.6 of the license.

We have reviewed the above information and have concluded that an exception to the Technical Specifications for conducting low power testing is acceptable and that TVA's test procedures for low power testing are acceptable and can be performed without posing an undue risk to the public. Our safety evaluation

regarding this matter is presented in Enclosure 2.

This amendment authorizes the Tennessee Valley Authority to conduct the special low power test program as defined in the safety evaluation and in Appendix A Technical Specification 8.6.

Our Office of Inspection and Enforcement has advised us that matters related to Section 7.0 of Appendix A to the Technical Specifications related to operation above zero power have been satisfactorily completed. Therefore we consider these matters resolved.

2 Based on the above, we have determined that items required to be completed prior to conducting the low power test program for Sequoyah Nuclear Plant, Unit 1, have been satisfactorily resolved, and therefore, operation at power levels rot exceeding five percent is permitted.

Also enclosed is a copy of the Federal Register Notice which has been forwarded to the Office of the Federal Register for publication.
