Dear Mr. Grier:

Following the issuance of IE Bulletin No. 80-11, an cttensive survey program tas initiated at the Calvert Cliffs Nuclear Power Plant. This repre-sented an intensive effort with up to eighteen people at the plant working six ten-hour days per week in an attempt to meet your schedule.

The survey is nearly complete with the exception of the walls which are inaccessible during normal operation. This report gives the status of the program to date.

Attachment A shows all of the masonry walls which have been identified in the Auxiliary Building. To date, no other masonry walls have been found in the remaining Category I structures.

Surveys of the containment structures and other outage-related areas will be conducted during the next refueling outages.

These outages are scheduled for October and January.

Attachment B is the response to Items 1, 2a, and 3 of the bulletin.

This accounts for over half of the masonry walls requiring inspection. An up-dated report will be sent as soon as possible after completion of the surveys.

In the process of the survey, two stacked shielding walls (constructed without mortar) were identified as having a possible impact on safety related systems. These are shown as wall L on page A.1 and wall N on page A.2.

These walls have been removed.

Identify all masonry walls in your facility which are in proximity to or have attachments from safety-related piping or equipment such that vall failure could affect a safety-related system. Describe the systems and equipment, both safety and non-safety-related, associated with these masonry walls.

Include in your review, masonry walls that are intiended to resist impact.or pressurization loads, such as missiles, pipe whip, pipe break, jet impingement, or tornado, and fire or water barriers, or shield walls. Equipment to be considered as attachments or in proximity to the walls shall include, hut is not limited to, pumps, valves, motors, heat exchangers, cable trays, cable / conduit, HVAC ductwork, and electrical cabinets, instrumentation and controls. Plant surveys, if necessary, for areas inaccessible during normal plant operation shall be performed at the earliest opportunity.

Response

A survey of all masonry walls in the Calvert Cliffs Nuclear Power Plant, Units 1 and 2, was begun on May 19, 19 80. A work plan for the survey was issued in preliminary form, and later finalized. All masonry walls shown in existing drawings and documentation were identified as requiring inspection, and a systematic search of all safety related areas of the plant was conducted to locate and identify all masonry valls not shown in existing drawings and documentation. A survey i

package containing the documentation of the inspection was required for each wall included in the program.

The survey staff included engineering and drafting personnel.

It grew in size as work progressed, reaching a peak size of 18 individuals.

As of June 30, the existence of 213 masonry walls had been confirmed, including walls not shown in existing drawings which were discovered during the survey, and not including walls shown in existing drawings which in fact did not exist in the plant. As of June 30, 19 80, complete inspection pacuses #or 158 existing masonry sails had been received by Bechtel Engineering, or 74% of the total nunber of mason 191 valls.

At the time of the preparation of this report, sufficient data had been accumulated to accannt for 120 of the inspected walls:

Existing test data or conservative assumptions may be used to justify the re-evaluation acceptance criteria if the criteria are shown to be conservative and applicable for the actual plant conditions. In the absence of appropriate acceptance criteria a confirmatory masonry i

wall test program is required by the NRC in order to quantify the safety margins inherent in the re-evaluation criteria. Describe in detail the actions planned and their schedule to justify the e re-evaluation criteria used in Item 2.

If a test program is necessary, provide your commitment for such a program and a schedule for completion of the program. This test program should address all appropriate loads (seismic, tornado, missile, etc.). It is expected that the test program will extend beyond the 180 day period allowed for the other Bulletin actions. Submit the results of the test program upon its completion.

Response

The re-evaluation criteria for masonry walls will be submitted within 120 days of the date of the Bulletin received, and justification for the re-evaluation criteria will be submitted with the re-evaluation report within 180 days. Justifications will be based on reference to effective codes and established standards of practice related to concrete and masonry design typically used throughout the industry.

It is anticipated that such justification will be considered apprenriate, and that a test program will not be necessary, except as required
