Dear Mr. Reid:

This letter supplements Florida Power Corporation's letter of April 11, 1980 concerning the implementation of the NUREG-0578 J

Lessons Learned Recommendations.

O NUREG-0578, Section 2.2.1.b, requires the provision for profes-sionally qualified technical support by the addition of an indi-viaual on-shift, with training in nuclear engineering or a related science, and training in plant design and transient response, to complement the control manipulation event diagnosis, and opera-tions management function of other operating shift personnel. Ad-ditionally, the normal duties of the Operations Technical Advisor will pertain to the engineering aspects of assuring safe opera-tions of the plant, including the review and evaluation of opera-ting experiences.

The NRC defines these two essential functions of the technical advisor as accident assessment and operating ex-perience assessment.

For the period beginning January 1,1980 'until permanent technical advisors are hired and trained as required, the operating experi-ence assessment function will be performed by centract consul-tants.-

The consultants will be on-site during normal working hours performing engineering evaluation and assessment of opera-l tions as' defined in Section 5.10 of AI-200.

The Accident Assess-l ment function will be performed by qualified staft personnel hold-j ing NRC SR0 or R0 licenses.

All of these personnel have SRO Li-censes except Mr. Sam Johnson, who has an R0 License. Mr. Johnson has a Bachelor's Degree in Engineering, is a member of the ASME General Office 3201 inirty-fourtn street soutn. P O Box 14042. st Petersburg Fionda 33733 813-666-5151 8007180st3 9

He has demon-strated his ability both at Simulator and In-plant ana is fully qualified to perform the Accident Assessment function.

All of these personnel have Bachelor's degrees in Engineering, or equiva-lent, and have completed, as a minimum, 2 weeks nf technical ad-visor classroom / simulator training at Babcock Wilcox in Lynchburg, VA.

Each staff member qualified to perform the Acci-dent Assessment function will be assigned a 24-hour period to cov-er. During this 24-hour period, he must remain at the plant site within 10 minutes of the Control Center. He must advise the Shift Supervisor where he can be reached when not in the Control Center or his office.

He will perfonn his normal duties while on this assignment, except that he must be in the Control Center for major plant evolution.

NUREG-0578, Section 2.2.2.b addresses the On-Site Technical Sup-port Center and Section 2.2.2.C the On-Site Operational Support Center.

Plant Procedure EM-100, " Emergency Plan", is being re-vised to include two new sections.

Section 6.5 describes the Technical Support Center, its location, the equipment and instru-mentation provided, and the operation of this center. Section 6.6 describes the Operations Support Center, its purpose, location, and the operation of this center.

Plant Procedure EM-102, " Staff-ing of the Operational and Technical Support Centers", is the im-plementing procedure which fully describes these centers and their operation.
