Dockets Nos J 0-277 and 50'-278 Mr.. Edward G. Bauer, Jr.
Vice President and General Counsel Philadelphia Electric Company 2301 Market Street Philadelphia, Pennsylvania 19101
Dear Mr. Bauer:
Appendix A to 10 CFR Part 100 requires that suitable instrumentation be pro-vided so that the seismic response of nuclear power plant features important to safety can be pcrformed promptly to permit comparison of such response with that used as the design basis. Current licensing practice incorporates into thc Technical Specifications this requirement and provides for various channel checks, channel fanctional tests ar.d channel calibrations at specified frequencies.
Our review of the Technical Specifications for Peach Bottom 2 and 3 indicates that requirements for seismic instrumentation are not included. Therefore, verification of the adequacy of your testing procedures by our Office of Inspec-tion and Enforcement and the verification of your compliance with 10 CFR Part 100 cannot be definitively determined.
The enclosed sample specifications reflect our current requirements. We reouest that you propose amendments to the Peach Bottom Technical Specifications within 30 days of your receipt of this letter, to incorporate currently installed seismic instrumentation and associatec :urveillance requirements.
If you have any questions in *.his regard, please contact us.
Sincerely,
)
