'q,J SAFETY EVALUATION BY THE 0FFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT N0. 2 TO LICENSE DPR-77 TENNESSEE VALLEY AUTHORITY INTRODUCTION On the evening of May 24th c.al authorization was given to proceed with proposed changes to the Technical Specifications for Sequoyah Unit I which allowed operation in Modes 3 and 4 with unresolved piping support or restraint defic-iencies. The proposed changes are described in the Tennessee Valley Authority (TVA) letter dated May 28, 1980. This safety evaluation report documents the basis for the oral authorization.

TVA is carrying out on extensive inspection and revien program to verify the adequacy of the as-built piping supports and restraints to assure compliance with OIE Bulletin 79-14. This effort will be completed and any discovered deficiencies will be corrected prior to initial criticality.

EVALUATION The requested changes are only applicable for the period prior to first criti-cality of the reactor core, therefore, there is no fission product inventory in the core or in the reactor coolant system that could be released in the event of an unlikely failure of a piping system.

If a deficiency is discovered during the inspection period, it must be corrected within a 72 hour8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> period or plant operations will terminate. Also, TVA will notify the NRC of each instance that the proposed provisions are invoked.

ENVIRONMENTAL CONSIDERATION We have determined that the amendment does not authorize a enange in effluent types of total amounts nor an increase in power level and will not result in any significant environmental impact. Having made this determination, we have further concluded that the amendment involves an action which is insignificant from the standpoint of environmental impact and, pursuant to 10 CFR Section 51.5(d)(4), that an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with the issuance of this amendment.

2-CONCLUSION We have concluded, based on the considerations discrssed abo've, that:

(1) because the amendment does not involve a significant increase in the probability or consequences of accidents previously considered and does not involve a significant decrease in a safety margin, the amendment does not involve a significant hazards con. sideration, (2) there is reasonable assur-ance that the health and safety of the public will not be endangered by operation in the proposed manner, and (3) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.

Nuclear Regulatory Commission (the Coinmission) has issued Amendment No. 2 to License No. DPR-77, issued to Tennessee Valley Authority (licensee) which revised Technical Specifications Appendix A issued with License No. DPR-77 for the Sequoyah Nuclear Plant, Unit 1.

These changes allow plant operation with unresolved piping support questions in Modes 3 and 4 prior to the plant first becoming critical when there is no fission product inventory in the core or the reactor coolant system. The amendment is effective as of May 24, 1980, the date on which authorization was given to the licensee to operate with these changes.

The application for the amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations. The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment. Prior public notice of, this amendment was not required since the amendment does not involve a significant hazards consideration.
