Dear Sir:

NOTIFICATION OF DEFECT, 10CFR21 NORTH ANNA UNIT 2 VIRGINIA ELECTRIC AND POWER COMPAhT Stone & Webster Engineering Corporation (S&W), pursuant to the provisions of 10CFR21, hereby provides notification of a " defect" concerning the North Anna Nuclear Power Station, Unit 2, owned by Virginia Electric and Power Company and for which S&W provided both engineering and construction services.

In accordance with the reporting requirements of Section 21.21(b)(3),

the following information is submitted:

(i) Name and address of the individual informing the Commission:

VS 2 July 1, 1980 Basic component supplied by Colt Industries, Fairbanks-Horse Engine Division (iv) Nature of the defect and the safety hazard which could be created by such defect:

A review of the manufacturer's seismic calculations revealed that the designs of the battery rack wall attach-ment bracket and the side rail support system utilized in the calculations were different from the system which was supplied and installed. Analysis indicated that the installed battery rack support system could not sustain the forces imposed by the design seismic event. This represented a departure from the technical requirements of the specification which required the system to with-stand such forces. Under design seismic conditions, the batteries could have become damaged and not have functioned properly.

Since the batteries are required to supply power to the diesel generator control circuits, including the air starter solenoid, the diesels might not have started.

The diesel generators are necessary, under design basis events, to assure the capability to shut down the reactor and maintain it in a safe shutdown condition since they supply power to safety-related components provided for this purpose.

Loss of the diesels represents a major reduction in the degree of protection provided to the public health and safety and, therefore, represents a substantial safety hazard.

(v) Date on which information of such defect was obtained:

July 1, 1980 (vi) In the case of a basic component which contains a defect, the number and location of all such components in use at, supplied for, or being supplied for facilities subject to the regulations:

North Anna Unit 2 - two systems i North Anna Unit 1 - two systems (vii) Corrective action which has been taken; name of individual or organization responsible; and length of time taken to comI lete the action:

Battery rack support members and wall clips which were inadequate were replaced by field fabricated members.

VS 3 July 1, 1980 Work was performed by the the site electrical contractor in accordance with drawings, supplied by Colt Industries, which conformed to Colt's seismic calculatians. The work was completed by January 10, 1979.

(viii) Advice related to the defect that has been given to purchasers or licensees:

No other actions, apart from the specified rework, were necessary to make the battery racks conform to seismic requirements.

Identification of this defect and the filing of this report are results of a review of 10CFR50.55(e) Reports and Licensee Event Reports filed by S&W clients since January 6, 1978. This review, committed to in our letter to NRC of September 6,1979, resulted from the NRC special inspec-tion of May 1-4, 1979. NRC has been previously advised of the problem with the diesel generator battery. racks by the following notifications and reports made by Virginia Electric and Power Company; however, the safety hazard which could be created by the defect was not fully described.

1. Notification to NRC pursuant to 10CFR50.55(e) on December 5, 1978 with respect to North Anna Unit 2.
2. Notification to NRC pursuant to operating license technical specifications on December 8, 1978 with respect to North Anna Unit 1.
3. 10CFR21 report contained in Vepco letter Serial No. 706 dated December 8, 1978 with respect to North Anna Unit 2, indicating similar problem on North Anna Unit 1.
4. Report contained in Vepco letter Serial No. 708 dated December 12, 1978 with respect to North Anna Unit 1, indicating similar problem on North Anna Unit 2.
5. Licensee Event Report No. LER 78-125/01T-0 contained in Vepco letter Serial No. 718 dated December 14, 1978 with respect to North Anna Unit 1.
