!J UNITED STATES NUCLEAR REGULATORY COMMISSION DOCKET NO. 50-261 CAROLINA POWER AND LIGHT COMPANY NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Commission (the Commission) has issued Amendment No. 47 to Facility Operating License No. DPR-23, issued to Carolina Power and Light Company, which revised Technical Specifications for operation of the H. B. Robinson Unit No. 2 (the facility) located in Darlington County, South Carolina. The amendment is effective as of its date of issuance.
The amendment consists of a change to the Technical Specifications which clarifies a note on Table 3.5-3 The note allows blockage of channels ("High Differential Pressure Between any Steamline and the Steamline Header" and " Pressurizer Low Pressure and Low Level") when the Reactor Coolant System pressure is less than 2000 psig.
The application for the amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations. The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment.
Prior public notice of this amendment was not recuired since the amendment does not involve a significant hazards consideration.
