=T.'0 ADMINISTRATIVE CONTROLS

=

6.1 Resoonsibility 6.1.1 The Station Superintendent shall be responsible for overall facility operation.

In the absence of the Station Superintendent, the Assistant Superintendent or the Engineer-Technical (or any other person that the Station Superintendent may desigDate in writing) shall, in that order, assume the Superintendent's responsibility for overall facility operation.

6.2 Orcanization Offsite 6.2.1

'The offsite organization for facility management and technical support shall be as shown on Figure 6.2-1.

Facility Staff 6.2.2 The facility organization shall be as shown on Figure 6.2-2 and:

a.

Each on duty shift shall be composed of at ler.st the minimum shift crew composition shown in Figure 6.2-2.

l b.

At least one licensed operator shall be in the control room and assigned to each reactor that contains fuel, c.

At least two licensed operators, excluding the cperator on the second unit, shall be present in the control room during reactor start-up, scheduled reactor shutdown and during recovery from reactor trips.

d.

An individual qualified in radiation protection procedures shall be on site when fuel is in the reactor.

e.

ALL CORE ALTERATIONS shall be directly supervised by either a licensed Senior Reactor Operator or Senior Reactor Operator Limited to Fuel Handling who has no other concurrent responsibility during this operation.

f.

A Fire Brigade of at least 5 members shall be maintained onsite at all times.

The Fire Brigade shall not include the minimum shift crew necassary for safe shutdown of the unit (s) (3 members) or any personnel required for other essential functions during a fire emergency.

BEFORE THE UNITED STATES NUCLEAR REGULATORY COMMISSION In the Matter of Docket Nos. 50-277 PHILADELPHIA ELECTRIC COMPANY 50-278 APPLICATION FOR AMENDM22iT OF FACILITY OPERATING LICENSES DPR-44 S DPR-56 Philadelphia Electric Company, Licensee under Facility Operating Licenses DPR-44 and DPR-56 for Peach Bottom Uni s 2 and 3, hereby requests that the Technical Specifications contaaned in Appendix A of the Operating Licenses be amenled by revising certain sections as indicated by a vertical bar in the margin of attached pages 234f, 234n, 234o, and 243, and by the addi-don of revised Figure 6.2-1 cn page 244.

The proposed modification of the Managemen Organiraticn Chart (Figure 6.2-1) reflects changes designed to provide for more effective control of ccmpany operating activities at the

executivo levels of management.

The reorganizaticn assigns the responsimility of Chief operating officer to tne Executive Vice President.

The Office of Vice President - Electric production Departmen: reports directly to the Chief Operating officer.

Additionally, Philadelphia Electric Ccmpany requests precedural changes to section 6.2.1 (page 243) that would streamline the administrative process required for future revisions to the Management Crganization Chart presented in the Technical Specifications.

Ouring the refueling cutage on Unit 2, scheduled for Spring 1980, vacuum breakers will be installed en the main steam safety relief valve discharge pipes as one part of the modifications to reduce dynamic loads on the suppression chamber.

This modification requires the remeval of three hydraulic snubber pipe supports (1-G3-5-70, 1-GG-S-71, 1--GG-S-73) to provide sufficient clearance for the installation of vacuum breakers.

An additional twenty-two (22) mechanical snubbers will be installed to maintain the seismic class I design feature of the modified safety relief valve discharge pipes.

Philadelphia Electric Company therefore requests a revision to Table 3.11.D.1 (Page 234f, 234n, 234o) of the Technical Specifications so as to reflect hydraulic snubber changes resulting frcm the above described modification.

Pursuan: to 10 CSR 170.22 " Schedule of Fees for Facility License Amendment", Philadelphia Electric Ccmpany proposes that this Application for Amendment be considered a class II Amendment for Uni: 2 and a Class I Amendmen for Unit 3, since the proposed changes are deemed to be admirlscative in nature. l

The ~ lant operation Review committ.ee and the operation and safety Review Committee have reviewed these proposed changes to the Tcchnical specification and have concluded that they do not involve an unreviewed safety question or a significant ha:ards consideration and will not endanger tne health and safety of the public.

filling the position of " Health Phys 4cist" moots the qualification requirements of Regulatory Guide 1.8, September 1975.

We proposed that the organization for conduct of plant operations as described in Figure 6.2-2, and the composition of the Plant Operation Review Committee stipulated in section 6.5.1.2, be modified to reflect this change.

Coincident with this change, we further propose that the organization as described in Figure 6.2-2 be modified to reflect a minor reorganization.

This involves the creation of a new group, providing sunport to the Peach Botica Health Physics organization in certain technically oriented activities required by the Radiation Proccetion Program.

The group would be directed by a person with a bachelor's degree in engineering or a related i

science.

Pursuant to 10 CFR 170.22 " Schedule of Fees for Facility License Amendment". Philadelphia Electric Company proposes that this Application for Amendment be considered a Class II Amendacnt for Unit 2 and a Class I amendment for Unit 3,

since the proposed changes are deemed to be administrative in nature.. _ _ _

The Plant Operation Review Comnittee and the Operation and Safety Review Committee have reviewed t h a.s e proposed changes to the Technical Specifications and have concluded that they do not involve an unreviewed safety question or a significant hazards consideration and will not endanger the healt'> and safety of the public.

6.3 Facility Staff Oualifications 1

6.3.1 Each member of the facility staff shall meet or exceed the minimum qualifications of ANSI N18.1-1971 for comparable positions, except for the Ilealth Physicist l

6.4 Training 6.4.1 A retraining and replacement training program for the

facility staff shall be maintained under the direction of the Station Superintendent and shall meet the requirements of Section 5.5 of of ANSI N18.1-1971 and 10 CFR 55, Appendix A.

6.4.2 A training program for the Fire Brigade shall be conducted such that Fire Brigade members complete an instruction program within a two year period.

Regularly planned meetings will be held every 3 months.

6.5 Review and Audit 6.5.1 P l a n t,,0 p e r a t i o n Review Committee (PORC)

Function 6.5.1.1 The Plant Operation Review Committee shall function to advise the Station Superintendent on all matters related to nuclear safety.
