Virgil C. Sumer Nuclear Station Docket No. 50/395 Reactor Vessel Internal Modification
Dear Mr. Denton:
'As discussed with Mr. Ralph Meyers of the Core Performance Branch, South Carolina Electric and Gas Company, acting for itself and as agent for South Carolina Public Service Authority, infor.ns you that Westinghouse Electric Corporation has informed us that two Westinghouse plants with reactor vessel internals similar to the Virgil C. Sumer Nuclear Station have experienced fuel rod damage as a result of water jetting through the reactor vessel lower internals baffle gaps. Although other plants with this same design have not exnerienced this problem, Westinghouse has eval-usted the condition and recomends a modification be made to the reactor vessel lower inte nals.
This modification will be as follows:
(1) Install edge bolts the full length of the baffle plate on all center injection joints.
(2) Inspect all baffle joints (both center and corner injection) to determine the areas that must be repc.ined to meet the baffle gap acceptance criteria.
(3) Repeen all knife edge configuration areas.
(4) Peen or repeen, as required, all other areas to meet baffle gap acceptance criteria.

Denton, Director Office of Nuclear Reactor Regulation July 1, 1980 Page ho In addition to this modification, which will be completed prior to fuel loading, a visual inspection of the fuel assemblies at the center injection joints will be performed during the first refueling to deter-mine if there are indications of fuel rod fretting damage due te baffle jetting.
