AP5L Response To IE Inspection Report No. 50-313/77-05 dated March 28, 1977 (1-037-19)

Gentlemen:

In the referenced response to your letter of March 11, 1977, we did not specifically address actions taken and those planned to improve the effectiveness of our management control.

Our principle method of management control to prevent noncompliance with procedures is through training efforts.

Retraining methods are being evaluated to arrive at a program that will satisfy our needs.

Our management control is inherent to our organizational structu: 3; whereby deficiencies and/or noncompliances are identified by the Quality Control Function and resolved by the concerned group (s).

In order to improve the effectiveness of our management control system, the following action will be undertaken:

The quality Control Group will provide continous surveillance or perform routine inspection, as appropriate, in deficient and noncomplying areas, until assurance of full compliance has been achieved.

(2)

The Quality Control Group will concentrate it's efforts to focus attention on the appropriate level of the plant manage-ment structure to assure compliance.

(3)

As appropriate, issuance of directites, issuance of instructions and/or training efforts will be undertaken to provide the proper emphasis on deficiencies and/or noncompliances to prevent their recurrence.

Very truly y urs, Donald A. Rueter Manager, Licensing DAR:tw O
