Gentlemen:
The subject inspection report identified one violation of Criterion V of Appendix B to 10 CFR 50. As applicable, our response to the viola-tion includes:
(1) corrective steps which have been taken and results achieved; (2) corrective steps which will be taken to avoid further non-compliance; and (3) the date when full complieance will be achieved.
The NRC position on the cited violations and corresponding Arkansas Power 5 Light response is provided below:
NRC POSITION Criterion V of Appendix B to 10 CFR 50 requires that activities affecting quality shall be prescribed by documented procedures and shall be accom-plished in accordance with these procedures. This requirement is further amplified by Section 5 of the licensee's NRC approved Quality Assurance Program.
Quality Control Procedure #1004.23, " Drawing ~ontrol," Rev. 3, dated June 20,1977, Section 7.3 states in part that, "When work begins on the DCR, the current revision of the drawing is marked referencing the DCR in progress and issued per the b!DDL...." Section 8.2 states that, "When revised drawings are distributed per b!DDL, the responsible shop or individual returns the signed transmittal sheet to ANO drawing control

'*14097-14 Contrary to the above, none of the drawings associated with DCR #480 were marked and reissued as required. Moreover, the latest revisions of three drawings referenced in the DCR were issued but either the superceded drawings were not destroyed or the latest drawings were apparently not received.
This is an infraction.
AP6L RESPONSE The drawings specified in DCR #480 have been marked referenci_ng the DCR and issued per the Master Drawing Distribution List. All DCR's now in progress are being reviewed for Drawing Control discrepancies arid corrective action will be initiated as necessary, ife anticipate full compliance will be achieved on or before October 1,1977.
The discrepancies noted in the shop's drawing files have been corrected.
Procedure 1004.23, Paragraph 8.2, was revised by Permanent Change PC-1 September 12, 1977, to read as follows:
"Ifhen revised drawings are distributed per the MDDL, the responsible shop or individual returns the signed transmittal sheet to ANO Drawing Control, within 10 working days of date of transmittal, with drawing title block of outdated drawings attached."
