power plants delineated in 10 CFR Part 50.55a vero changed by a revision to the regulations published on February 27,1976 (copy enclosed). The reviced regulations require inservice inspection and testing to be perforned in accordance with the exacination and testing requirenents set forth in Section' XI of AS!!C, Boiler and Pressure Vessel Code, and Addenda. A review of the 1974 edition of AS:tE Section XI indicates that conflicts may occur between these requirenents and the technical specifications presently in effect for your facility. To avoid those and future conflicts, you sitould, in accordence with 50.55a(g)(5)(ii), apply to the Connission for cucnducnt of your technical specifications. Any such conflicting technical specifications should be replaced with a reference to 10 CFR 50.55a.

Sample language for such technical specification changes is provided as an enclosure.

As specified in the reviced regulation, for plants with Operating Licences incued-prior to March 1,1976, its provicions become effective citer Septonber 1,1976, at the start of the next regular 40 nonth inspection period. The initial inservice er.cninations conducted during the first 40 month period, and the initial incorvice tests of punps and valvec conducted

'during the first 20 nonth period, nuct conply with the requirencnts in editio1s of. the AS"E Code and Addenda in effect no more than 6 nonths prior

-to the dato of start of facility connercial operation.
