Rancho Seco Nuclear Generating Station ISI/IST Program

Dear Mr. Reid:

Operational review for implementation of the IST Program submitted to you on July 18,1979 (and amended in a submittal to you on December 18, 1979) has brought an area to light in which we cannot perform testing as described in our submittal. The purpose of this letter is to explain the prog m changes which we feel are necessary and to transmit an additional re c. cst for relief to you.

These changes were discussed with Messers. Vic Nerses and Alan Wang of your staff on April 24, 1980. As neither of these gentlemen foresaw any problems with the changes we are proposing, these changes will be implemented immediately.

Further, as was explained to Messers. Nerses and Wang, our operational implementation review will continue. If additional problem areas are discovered, Mr. Nerses will be contacted and additional program changes and requests for relief submitted as necessary.

The valves listed below are High Pressure Injection to the Reactor Coolant System Safety Features valves. All are normally closed excepting SFV-23809 which is nominally open to provide RCS makeup requirements. Due to plant operational valve lineup changes, i.e. the discharge header cross-tie values are now in a locked open position, we are not able to stroke these valves at power without the introduction of thermal cycles on the High Pressure Injection nozzles.

In response to NRC requirements concerning small break criteria without operator action, we will not be able to perform even the partial stroke test quarterly by closing the discharge crosstie valves as we would place the plant in a degraded safety condition. The re fore,

the test frequency of full stroke tasting and timing will be changed from Quarterly to Cold Shutdown.

Replace pages 4-5 and 4-6 with pages 4-5 Rev.1 and 4-6 Rev.1, attached. In addition, add PV-47, attached.

CODE REQUIREMENT:

Paragraphs IWV 3410 a and b stipulate that Category A valves be fully stroked quarterly or partially stroked quarterly and fully stroked at cold shutdown.

BASIS FOR REl.IEF REQUEST:

These valves are closed during normal Reactor operation to provide liigh Pressure Injection Isolation.

Even [iartial stroking these valves during operation would result in an unwarranted thermal cycle on the injection nozzles-AI. TERNATE TEST:

Full stroky test at cold shutdown with no flow because power to Make-up/Iligh Pressure Injection Pumps must' remai,h racked out to provide low temperature overpressure protection.
