E. K. Davis General Manager 6201 S Street, P. 0. Box 51830 0G1 2 ?U Sacramento, California 95813 Gentlemen:

Your letter dated August 26, 1975, requested our approval to extend the surveillance interval from 24 months to 30 months for 3 equipment surveillance requirements. The requirements pertained to:

1.

Functional testing of the refueling system interlocks and spent fuel cooling system.

2.

Discharge and load testing of the 125 V D.C. batteries.

3.

DOP/ Freon testing of the following IEPA charcoal filter banks a.

emergency control room filters b.

reactor building purge filtering system c.

reactor building emergency filtering system.

We understand from telephone discussions that you now plan to perfom the battery tests and the DOP/ Freon tests for the emergency control room filters and the reactor building emergency filters. No credit is taken for the reactor building purge filtering system in your safeguards analysis, so you desire to defer surycillance testing at this time for the reactor building purge filtering system.

Section 4 of the P.ancho Seco Technical Specifications states that "specified intervals nay be adjusted plus or minus 25 percent to accorriodate normal test schedules." Application of the 25 percent adjustment to your first refueling irterval of 24 nonths (as defined in Technical Specification 1.2.8) results in a pernissibJe adjestment of

+ 6 months. A + 6-month adjusteent pmvides the 30-tanth test interval you desire for the refueling and spent fuel cooling equipr.ent and the A

c S0033106Al [

3acramenty Municipal Utility District reactor building purge filtering system within the requirements of the existing Technical Specifications. We concur with the application of this adjustment to the surveillance schedule for the above equipment.

Sincerely, Robert W. Reid, Chief Operating Reactors Branch #4 Division of Reactor Licensing cc:
