~~ Rancho Seco Nuclear Ge e ting Sta i Unit 1 Docket N0. 50-312 Technical Specifications for Rancho Seco Unit 1 define the first refueling to occur within 24 months and subsequent ones within each 18-month period thereafter. Basing the start date on August 16, 1974, the date of our operating license, we must refuel by August 16, 1976 Due to our extended shutdown for turbine repairs, the reactor will not require refueling until the fall of 1976. Therefore, the Nuclear Operations Department has undertaken to complete the Tecnnical Specification refueling interval surveillance items during the current turbine repair period, By.so doing, and using the 18-month interval, the first core operation will be extended to approximately 30 months from date of license. We will be accomplishing all Technical Specification refueling interval surveillance with the exception of three areas, The purpose of this letter is to obtain your concurrence on these exceptions as they relate to the extended initial refueling interval. The first area covers fuel handling system interlocks and the spent fuel cooling system functional check. These are actually required only as prerequisites to removing spent fuel assembliet from the reactor. As such, we desire to delay them until preparing for the actual first spent fuel handling, The second item is a discharge and load test of the unit 125 volt DC batteries. We have been maintaining weekly and month sur-veillance on battery condition and have found no problems to date which, would indicate degraded battery capability. The nature of the full load test shortens battery life, thus we desire to minimize the number of such 1 discharges, Since the net effect of the proposed program is to extend the first refueling for only six months, a delay in this discharge test should not affect its qualification as a power source. Mr. Angelo Giambusso August 26, 1975 The third area deals with our air filtration systems, speci-fically the DOP/ Freon leakage tests on the HEPA/ Charcoal filter banks. By system: a. Emergency Control Room Filters This is a standby system brought into service only for quarterly surveillance and automatically by a high radiation signal. Since the system has little operating time on it, a six-month extension will not significantly affect its safety capability. b, Reactor Building Purge Filtering System This system is used only intermittently and has no safeguards function. A six-month extension will not significantly affect its capability or integrity, Reactor Building Emergency Filtering System c, Every quarter these units are operated for a short curveillance test, otherwise their only duty is star.dby. A six-month extension will not affect their safeguards capability or integrity. As you can see from the above, the intent of refueling inter-val surveillance is being met. The exceptions we are proposing do not compromise the plant or the health and safety of the public.
