LICENSED NRC OPERATOR RETRAINING i
1.0 PURPOSE The purpose of this procedure is to formally establish the procedures, programs, responsibilities and requirements forrequalifications of NRC Licensed Senior Operators and Reactor Operators at the Rancho Seco Nuc--
lear Generating Station, Unit 1.
The programs, administrative procedures and contents established by this procedure shall be enforced and adhered to for the life of the plant. This requalification program shall commence within three months of the issuance of a plant operating license.
These programs are established to meet the requirements of Appendix A of 10 CFR 55.. This procedure will set forth the method to be used to main-tain. documentation necessary for operator license renewal as required by 10 CFR 55. 33 and Appendix A of 10 CFR 55.
This requalification program is subject to approval by the Nuclear Regula-tory Commission.
In accordance with 10 CFR 50.54 (1-1), no changes shall be made in this program to reduce the scope or time allotted without prior approval by the NRC.

. 3.0 PROCEDURE
.1 Definitions The following definitions are extracted from 10 CFR 55.4. " Simulator" and " Simulate" are derived f rom 10 CFR 55, Appendix A, Section 4.d.

" Facility" means any production facility or utilization

facility as defined per 10 CFR 50.2; namely, " Utilization facility" which means any nuclear reactor other_than one designed or used primarily for the formation of plutonium or U-233.

.',' Operator" is any individual who manipulates controls of a facility.
An individual is deemed to manipulate a control if he directs another to manipulate a control.

" Senior Operator" is any individual designated by a facility licensee under 10 CFR 50 to direct the licensed activities of licensed operators.

" Controls" when used with respect to a nuclear reactor means apparatus and mechanisms the manipulation of which directly affect the reactivity or power level of the reactor.

'" Simulator", a working model of the control room similar to the plant for which the individual is licensed or is a candi-date for license may be considered a " Simulator" provided it reproduces the general operating characteristics of the plant with similar arrangements of instrumentation and controls.

" Simulate", when an individual performs a " walk-through" of actions to be taken, using the control panel involved, dis-cussing each step without actually operating any controls he has " simulated" the operation.
This method is used as a means of teaching or reviewing actions required by an emergency or abnormal condition.
.2-Schedulo
' Senior Operator and Operator requalification programs shall be con-ducted on a two-year cycle. The first two-year requalification program shall-begin within 3 months of the issuance of the plant operating license.
Successive requalification programs using generally the same format and schedule shall follow the first in a continuous cycle of two-year. programs.
The following will be included in the two-year program:
.1 Annual written examinations

.4 On-the-job training - this will include reaccor control
, manipulations such as retctor startups, shutdowns, and power
- changes.

.1 The requalification program shall include preplanned
' lectures to be given throughout the two-year period.

.1 Control Manipulations All licensed Senior Operators and Operators shall participate as much as possible in plant control manipulations involving.
reactivity changes to demonstrate their sk111 and/or familiar-ity with reactivity control systems.
These manipulations shall involve reactor startups, reactor shutdowns, and other control evolutions such as:
.1 Plant startup.or shutdown with any ICS station in manual.

- Adjustments of control rods to compensate for transient conditions.
(power changes of >10%)
.3 Startup or shutdown of a reactor coolant pump with the reactor critical.
.4 Turbine-stop. valve exercising or testing.
.5 Reactor operations ' involving emergency or special procedures where reactivity is changing.

.2 Each licensed operator sha11' manipulate the controls a minimum of 10. times during the term of his license.
Each licensed Senior Operator shall manipulate the controls or direct the activities of Operators during control evolutions listed above, a minimum of 10 times during the term of his license.
In both situations, a maximum of three repeat control manipulations will' be allowed for the 10 required evolutions.

- .3 Some or all of the licensed Senior Operators and Operators may participate in simulator training during the term of their licenses.
A simulator may be used in meeting the requirements of Sections 3.5.1 and 3.5.2 above, if the - simulator reproduces the general operating characteristics of the Plant, and the arrangement of the instrumentation and controls of the simula-tor is similar to that of Rancho Seco Unit 1.
.6 Evaluation and Observation In order to obtain the maximum ef fects from the retraining program, an evaluation system will be used to reflect any areas which re-quires changes or additions.
The following will be conducted by the Plant Superintendent or his designated representative at the intervals indicated.
.1 Written examinations.
.1 Written examinations will be administered at 11 to 14 month intervals depending on plant scheduling.
The examination shall follow the guidelines of 10 CFR 55 Appendix A and will be used as a system to determining licensed Operator and Senior Operator knowledge of:
subjects covered in the requalification program; normal, abnormal and emergency procedures; and as a method to determine areas in which retraining is needed to upgrade licensed Operator and Senior Operator knowledge.
It is not required that the individual (s) preparing the exam-inations also take the examinations.

lut Operator scoring above 80% in all sections of the annual requalification examination shall not be re-quired to attend further requalification. lectures until the next annual requalification examination. Other Operators may be excused from lectures in subjects for which they scored above 80% but shall be~ required to attend lectures on all other topics.
If in the opinion
'of.the Plant Superintendent, an individual has justifiable cause_ such as sickness or energency shif t coverage, he may be excused from required assigned Llectures 'up to n maximum of 20% of the allotted _ total lecture time.
The indiv dual shall be assigned reading material on a self-studying basis to fulfill missed lec-ture time.

.3 If an individual receives an average overall grade of less than passing (70%), he will be administered an oral examination within two (2) weeks.
If the results of the oral examination confirm the results of the written examination, the individual shall not perform his licensed duties until such time as additional training through an accelerated training program and

examination to indicate that he is capable of such performance in a safe and efficient manner.
If, based on the results of the oral examination, the individual is permitted to continue to perform licensed duties, a re-examination will.be administered in all failed subjects -within 15 weeks.
If a passing grade is not achieved on this examination, the individual shall not perform his licensed duties until such time ac additional training through an accelerated training program and examination indicate that he is capable of such performance in a safe and efficient manner.
The scope, duration and type of accelerated program and examination shall be determined on a case-by-case basis as the need arises.
.4 Approximately 100 weeks after the start of each two-year requalification ri gram, a second annual written examination shall bw
- san to all licensed Senior Op-erators and Operatoir This examination shall be similar in content to the first annual examination and siall be used to determine knowledge of subjects covered in the requalification program. This second annual examination shall be used to evaluate the effectiveness of the two-year requalification program.
It shall be used by the Plant Superintendent and Supervisors assigned to shif t operator training in designing the second, two-year cycle, requalification program.
.5 From time to time, written quizzes will be administered to determine the licensed Operator or Senior Operators knowledge of particular subjects covered in lectures or specific reading assignments. Any individual scor-ing less than 80% on a quiz shall repeat the specific lecture or reading assignment as applicable until a
-successful grade is produced.

.2 Plant - Supe rintendent 's Audit Systematic observation and evaluation of the performance and co:petency of licensed Senior Operators and Operators will be made by the Plant Superintendent or his designated representative.
.1 Following the start of each two-year requalification program, each licensed Senior Operator or Operator shall participate in an oral examination.with the Plant Superintendent or his designated representative.
This examination and evaluation shall contain the following:
.1 A discussion of required actions during abnormal or emergency conditions.
.2 A simulation of abnorcal and emergency conditions while in the Control Room showing each action and controlling device to be operated.
.3 Should the performance of the licensed Senior Operator or Operator be deemed unsatisf actory, the Senior Operator or Operator will participate in an accelerated review'orogram tailored to place emphasis where there is a clear indication of need.

.4 Upon completion of the accelerated review progran, the individual shall be. subject to re-examination.
.2 At approximately 52 weeks following the start of the requalification program, each licensed Senior Operator or Operator shall participate in an oral-examination with the Plant Superintendent or his designated representative. The examinatten and evaluation shall be similar to those listed above.
.3 The Plant Superintendent or the Training Supervisor shall audit each individual's training manual at least once per quarter.

.6 R'ecords and Documentation
.1 Individual Training File An, individual training file shall be maintained for each Licensed Operator and Senior Operator.
The Training Supervisor shall be responsible for the individual training file.
Individual training -file will contain the following:

.1 All annual written examinations, re-examinations

and written quizzes with grades.
.2 All written results of oral examinations.
.3 Transcripts of all off-site training indicating results of that training.
.4 Log of manipulations or evolutions which 7

.2 Individual Training Manual
.1 Each licensed Senior Operator and Operator shall maintain an individual training manual which shall contain check lists of plant evolutions, individual reading assignments and similar items which may be assigned by the supervisor in charge of shif t operator training.
.7-Inactive License In accordance with-10 CFR 55.31, any licensed Senior Operator or

.4' Successfully complete an oral examination and evaluation authorized by the Plant Superintendent to demonstrate that his knowledge and understanding of the facility is _ satis-factory.

.5 The Plant Sueprintendent-must' certify to the NRC that the Senior Operator or Operator. is requalified. Approval must be received from the NRC that the Senior Operator or Opera-tor's requalification is satisfactory before resuming ac-tivities for which he is licensed.
