' Mr. ' Joel~'Rodgers, of Florida Power Corporation, called on February 4,

1970

to report a failure -in the tests of tendon anchor plates for the

. Crys tal' ' Rive r ' Plant.

Their design.uses ASTM C-1045 steel in the anchor plates.

In-the. process of testing these plates in cold temperatures,

-onel plate failed during a transition from'0 to -30* F.

The failed-

~

platie was one of four' specimens being tested.

The plate's tiere made by Armco Steel.~

The preliminary opinion' of Armco and of a metallurgical consultant-to Florida Power is that -the f ailure can be attributed to

.the procedures used in the fcbrication' of the. plate.

It is felt by Florida Pcwer Corporation -that these procedures' which. are apparently defectiva may be generic' to tendon anchor plates. Thus there may be a need.to review similar plates.cn other. applications.

Mr. Rodgers said that he vill call ar,ain next week to arrange an early meeting with us

.on:this matter.

He indicated a~ willingness to bring to such a cecting all of-~his consultants -(Gilbert Associates, Prescon, Armco, and perhaps the mctallurgical. consultant) that may be needed.
