CEC 72 L. D. Lov, Director, Division of Co=pliance REQUEST FOR COSTIF?ATORY I' Fory.ATIC:( "JCARDI: 0 CRYSTAL ""~' "i1T 3 OPERATIEG LICEllSE-FLORIDA POWER CORPORATION-DOCKET E0.Q0402]

One of the special problems encountered during the course of the construction permit review for Crystal River was the assessr.ent of foundation worthiness for Unit 3.

ne near surface site geology revealed solution voids and zones of loose material. The applicant proposed a consolidation grouting program to remedy these problems.

ne proposal v.2a reviewed by D:lL cad on - consultants and it was concluded that the procedures of the proposal would be adequate for the foun'dation of Unit 3.

Construction per=it issuance was based in part on the adequacf cf this proposal.

%c anplicant's proposal utilizes a procedure called a split-apaced staga proutin:- technique.

The cene.:nt involves drilling prinary holes,

caking initial grout injecticns, enea grouting again in split spaced holes (drilled md:rav betrecu orininal holes). This procedura van to ha repeata...r.til the c:: hic feet cf grout injectien per lineal foot of injection hole (grour en'M is decreased to a predetermined value.

The tera stage greuting ref ara to an intermittent grout injecticn where succeeding injections form en the base laid by previous injections.

In additicn. the applicant was to picc : a curtain grout around the entire reactor building cot plex to minimize the lateral flow of ground water.

DRL requests that you provide confir=ation thit this gruuting progrars as proposed and accepted for issuance of the c.onstruction permit han been fully carried out.

If modifications or additions vera r.ade to the basic proceduees, please discuss the extent to which such changes were actually performed..
