CRYSTALRIVEhtUNITNO.3 DOCKET NO. 50-302 1.0 Requiring all operators to attend all lectures is very ambitious and, in fact, is not required. An alternate to this is to use the' results of the annual meitten examination to develop the lecture series and attendance for the following year.
If this method is used, the requclific'ation program should contain a grade. criterion for exempfion from attendance at a given lecture. The minimum grade acceptable for exemption from attendance from a particular lecture is 80% in that category of the examination.
2.2 The statement is misleading because it implies only one reactivity manipulatiod will meet the requirements. of paragraph 3a of Appendix A to 10 CFR Part 55 when,. in.'
f a'ct, ten reactivity costrol manipulations in two years are required.
In addition, a statement should be included that an effort will be made to have the operator perform a combination of manipulations rather than repeat the same manipulation ten times.
2.2a A reactor Startup must be to the point of adding heat.
If 10-8 amps on the intermediate range is not the heating range, the state =ent should be revised.

3.0 The program must contain an appropriate grade criterion for determination of when an operator must participate in an accelerated requalification program. We have established 70%
overall as the grade criterion for the annual examination.
Participation in an accelerated progran is required if an operator fails to achieve 70% overall.

. accelerated program shall be to the exclusion of licensed duties.
The scope and duration of the accelerated program should be tailored to the indicated deficiencies.
4.0 A grade criterion =ust be included for the examinations administered during the lecture series.
It has been established that an operator f ailing to achieve a grade of at least 80% on lecture examination must receive remedial training in the a-subject.
5.1.2 The program states that a si=ulator will be used for req :alification training. We would consider the use of a simulator to be a significant change pursuant to 10 CFR Part 50.54(1-1).
Consequently, we would have to review the plan prior to implementation.
5.3 This method is acceptable as long as appropriate documentation is maintained.
If documentation is not called for in AI-500, it must be maintained separately as part of the requalification program records.
GENERAL The definitions of the terms " Licensed Operator" and " Backup Licensee" have been included; however, the term "all operators" has also been used.
It is not clear which licensed personnel "all operators" refer.s to.
3ecause of this, it is not clear'to what extent the licensed staff members,(backup licensees) will be participating in the requalification

program.- As a minimum these individuals must:
be administered the annual written examination. and a.
participate in the lecture series based on the results thereof, b.
manipulate the controls or supervise the manipulation of the controls through 10 reactivity changes, syste=atically review design changes, procedure changes and c.
facility license changes, d.
systematically review the contents of all abnormal and emergency procedures on a regularly scheduled basis and be systematically evaluated regarding actions to be taken e.
during simulated: abnormal and emergency conditions by a walk through of the procedural steps of the procedure.
