Thank you for your letter of April 14, 1978, informing us of steps you
)
have taken to correct the items of noncompliance concerning activities
under NRC Operating License No. DPR-72 brought to your attention in our
letter of March 29, 1978. We will examine your corrective actions and
plans during subsequent inspecticas.
With regard to your response to Item B, example (2) of the Notice of
Violation, a review of the item confirms our conclusion that the intent
of the procedural step calling for periodic venting of the vaste gas
header, as detailed in written supplemental instructions to the operator,
was for hourly venting and your failure to perform hourly venting contributed
to or possibly caused the unplanned release of radioactive gases on
March 5, 1978. Thus our position on this item is unchanged and this
portion of the Notice of Violation will not be withdrawn as requested.
Should you have any questions concerning this letter, we will be glad to
discuss them with you. We appreciate your cooperation with us.
