Since your Technical Specifications allow control rods to be out during refueling, boron dilution when the reactor is subcritical by 5% ak/k and boron concentration is 1950 ppm may be the most limiting case. Please analyze this case and report all initial assumptions and results.
2.
For Case III, described in your letter of September 2,1977, what is the initial boron concentration used in the analysis? What time in cycle does this represent?
