This refers to the inspection conducted by &. R. T. Dodds of this office on July 21-23, 19'1, of construction activities authorized by AEC Construction Permit No. CPPR-56, and to the discussion of our findings held by &. Dodds with W. J. J. Mattimoe, members of his staff, and Bechtel project representa-tives, at the conclusion'of the inspection.

Areas examined during this inspection included (1) the implementation of the QA-QC program relating to Class I piping other than for the primary system.

(2) resolution of noncanformance items identified by.your QA-QC program,

and (3) the need for, and availability of, documented dimensional checks of

wall thicknesses of significant size valves to be installed within the,

pressure boundry of the primary coolant system. Within these areas, the inspection consisted of selective examinations of procedures and representa-tive records, interviews with project personnel, and observations by the inspector.

No items of.nonconformance were identified within the scope of this inspection.

It is our understanding, with respect to the following items, that you intend to take the actions indicated:

1.

Determine whether dimensional checks have been n. ads of significant size' valves within the pressure boundary of the primary coolant system and, where documet.ted results are unavailable, initiate a program to determine the adequacy of valve wall' thickness.

~2 Incorporate essential-variables, such as the rate of shielding gas flow, into the~' instructions to welders (Welder's Guide)'.
