Dear Mr. Stolz:

Davis-Besse Nuclear Power Station Unit No. 1 Facility Operating License No. NPF-3 condition 2C(3)(j), together with Appenix "A" Technical Specification 3.4.1 item a. of Action : Modes 3, 4, and 5 imposes an operating restriction preventing the completion of our preoperational test program. The identified conditions preclude our ability to transfer operation from one decay heat removal train to the other which is necessary to complete several testing program requirements.

The following additional statement to the above-referenced item a.

has been suggested by your Project Licensing Manager, and is acceptable to our purposes:

All reactor coolant pumps and decay heat removal train pumps may be de-energized for up to one hour to accommodate decay heat removal pump switching operations, provided no operations are permitted which could cause dilution of reactor coolant system boron concentration.

May we have your prompt acknowledgcent of this Technical Specification change so that this portion of our test program may continue.
