This change w ild allow the relief valve to be available for nitigating the consecuences of an overpressure event. Since that ti e frequent discussions have taken place between ytns and the staff regarding these mtters, and based en these discussions we have arrived at the following staff positicn. By this letter you are formally advised that a condition to the operating license for Davis-Besse, Unit I will sti niate: i " Prior to entering 'fode 5 (Cold Shutdown), Toledo Fdison Co,pany shall nake a rodification which ensures that the decay heat reeval relief valve muld actuate prior to automatic closure of the isolation valves. This change vill allow the relief valve to be reailable for nitigating the consecu~mces of an overpressure event." Within seven days after receipt of this letter, we request that tra Toledo rdison Company notify us of the modified setpoints and basis, tFereof, required to ensure that the IER relief valve muld actuate prior to automatic clesure of the isolation valves.
