Our review and evaluation was conducted jointly with the staff of the Office of Inspection and Enforcec.ent, Region III.
Your requests for teeporary waivers of Technical Spr::ification requirenents for radiation nonitecrs (as provided in your " arch 2,1977 letter to the tiRC) has been approved by the staff.
Based on our review and evaluatio, we find your deferral of preopera-tional tests as specified in your letters of February 22, 1977 and
- ' arch 2,1977, to he acceptable subject to the following restrictions and ccnditions:
(1) Itea 16. TP 315.01 - Steam and Feedwater Rupture fontrol System Test (3/2/77 letter) - All required testinq should be satisfactorily completed prior to proceeding teyond Stode 3.
Based on tebr%ne conversations with your plant staff on March 11, 1977, we were inforr.ed that you plan to conplete testing prior to croceeding beyond Mode 3.
However, we raquest that you confirm this under-standing in writing to us within five days receipt of this letter.

Item 20. TP 401.11 - Instrument Ground Grid System Test (3/2/77 letter) -
We require that suffic'. at measurements and an engineering evaluation be completed prior to fuel loading which will enable you to conclude that there is sufficient isolation between grounding systems to oreclude any adverse effects on instrumentation or equionent that will be required to be operable as specified in the Technical Specifications for Pode 6 through !! ode 3.
We also require that you complete all testing and satisfy the acceptance criteria for the test prior to entering " ode 2.
(3) Item 7 TP 230.03 - Decay Heat Removal Test (3/2/77 letter) - Your verbal comittment on April 1,1377, to con 91ete this test prior tn entering liede 4 has been found to be acceptable. Powever, we recuest that you confirm this understanding in writing to us within five days after receipt of this letter.
Please call us if you have any questions regarding our restrictions and conditions to the specified test procedures identified above.
A copy of this letter is being sent to the Office of Inscection and Enforcement, Region III.
