Dear Mr. Stolz:

As requested by your Staff Reviewer, Mr. G. Mazetis, in a telephone conversation on March 15, 1977 with Mr. E. C. Novak, Toledo Edison Company, General Superintendent, Power Engineering & Construction, this letter documents the basis for our assurance that the manual bypass valves DH21 and DH23 in che nor=al decay heat removal suction line will not be opened inadvertently during power operation. This information is as discussed in a conference call held en February 1, 1977 between the NRC Licensing Project Manager, Mr. Leon EtIgle; NRC Staf f Reviewer, Mr.

G. Mazetis; Toledo Edison Project Engineer, Mr. C. R. Domeck; and Toledo Edison Engineer, Mr. F. R. Miller.

DH21 and DH23 are manually operated 8" gate valves located.inside &

containment vessel and would not be opened inadvertently with the t coolant system pressurized above 280 psig for the following reasons:

1.

No manually operated valves larger than 1-1/2" diameter in. side the containment vessel are required to be operated when the reactor coolant system pressure is greater than 280 psig.

Thus, an operator would not be given instructiocs to enter the containment to open any 8" valves.

2.

All valves are tagged with valve numbers and pipes are labeled.

Valves DH21 and DH23 are locked closed and require a key to open each of them.

3.

Station administrative procedures require that equipment operators have written instructions for operating valves inside the containment. These instructions identify the valves to be operated and give the location of the valve.

When the reactor is at power an operator is required to carry a portable radiation survey meter when he enters the contain-ment vessel. If he inadvertently tried to get near valves DH21 and DH23 with the reactor at power he would receive a high radiation alarm as he approached the base of the steam generator and the reactor coolant pumps.

5.

Administrative procedures at the station do not allow mainte-nance personnel to operate valves. Only equipment operators are allowed to open valves during the operation of the station.
