Vice President, Power Centlemen:
Your letter, dated June 4, 1970, contained a request for an exemption that would authorize construction of certain below-grade portions of the proposed Davis-Besse plant prior to the issuance of a construction permit. On the basis of our preliminary review of the information provided to support your exemption request, we find that additional information related to the proposed site will be required to enable us to complete our review of your exemption request.
The adequacy of your site exploration progra:n regarding existence and detection of possible solution cavities and fissures has not been established. This matter was discussed with you recently at an ACRS Subecouaittes meeting on May 26, 1970. At this meeting, we indicated that the detailed nature of the exploration progran, including appropriate criteria, must be provided for our evaluation.
In addition, we have requested your evaluation of the probable maxi-ena water level at the Davis-Besse site to establish flood protection requirements. This matter was treated in detail in our letter to you dated June 3, 1970.
Matters related to seismic considerations were also discussed at the ACRS Subcommittee meeting. These seismic matte A fucluded the response spectra, time-history accelerogrsas, and desig aspects related to the Operating Basis and Design Basis earthquakes.
We also need a description of your quality assurance and quality control programs as related to the construction work covered by your exemption request. The psrticular procedures associated with this work should be made available for review at the site by our Division

s The Toledo Edison Company JUN 17 1970 Also, we will need additional information regarding the predicted reserves with and without the capacity of the Davis-Besse facility for the Central Area Power Coordination Group pool, as well as for The Toledo Edison Company, to justify the public nead for the Davis-Besse generating capacity in 1974.
Your consideration of the environmental aspects of the requested construction work should be provided for our review. The general nature of this information was described to you in our letter dated April 24, 1970.
Since you have requested that the exemption be granted by August 13, 1970, we will need complete information on the foregoing matters as soon as possible. We shall be available to discuss any of the foregoing with you shculd you feel clarification ir necessarv.
