Gentlemen:
This refers to the inspection conducted by Messrs. Sutton, Naidu and
Jablonski of this office on January 22-24, 1975, of activities at
Davis-Besse Unit 1 Construction Site authorized by NRC Construction
Permit CPPR-80 and to a preliminary discussion of our findings with you
ac the conclusion of this iespection.
A formal management interview
was held with you and others of your staff on February 12, 1975.
The
results of this iaterview will be documented in a separate report.
A copy of our report of this inspection is enclosed and identifies the
areas examined during the inspection. Within these areas, the inspection
consisted of a selective examination of procedures and representative
records, interviews with plant personnel, and observations by the inspectors.
The inspector also examined actions you have taken with respect to the
matters identified in your letters of January 6 and 23, 1975, which we
previously had brought to your attention. We have no further questions
regarding these matters.
During this inspection, it was found that certain of your activities
appear to be in noncompliance with NRC requirements.
The items and
reference to the pertinent requirements are listed under Enforcement
Action in the Summary of Findings Section of the enclosed inspection
report.
In addition to our concern for corrective action with respect to the
specific items of noncompliance noted, we are concerned about your
system for management control of NRC licensed activities that has permit-
ted these items to occur.
Consequently, in your reply to this letter,
you should describe, in particular, those actions taken or planned to
improve the effectiveness of your management control over NRC licensed
activitics.
