your staff, and to our discussion with Mr. Williamson, at your corpcrate
of ices on February 12, 1975, relativa to construction activities at
the Davis-Besse site authoriced by Nuclear Regulatory Cm: mission Con-
struction Permit No. COR-GO.

site on January 22 - 24, 1975, and documented in IE Inspection Report

No. 050-346/75-01.

The purpose of the ceeting was to discuss the effecti"cacos of the
Davis-Desse Quality Assurance / Quality Control Progran relative to the
rec,virements of 10 CFR Part 50, Appendix B.
The =ceting consisted of a review of the infractions listed under
Enforcement Action in the Surnary of Findings Sectica of the referenecd
report, a revicu of similar infractions identified during previous
inspections at the Davis-Besse site over the past 12 - 1S months, and
possible generic problems lendtng to these infractions.
It uas pointed
out that, although none of the infractions taken individually is
considered of a serious nature, collectively they indicate weaknesses
in the Davis-Besse Quality Assurance Program. As discussed durin;; the
meeting, it is necessary that management action be taken promptly to
assure that those personnel involved in the construction, fabricatien,
and installation of the Davis-Ecsse 1 plant understand the need for
strict adherence to NRC requirements and the implementation of your
quality assurance progran as required by 10 CFR 50, Appendix B.
