This refers to the inspectica conducted by Mr. Martin of this office on
March 12-14, 1975, of activities at Davis-Besse Unit 1 Construction Site
authorized by MRC Construction Per.~.it No. CPPR-80 and to the discusMen
of our findings uith Mr. J. Evans and others of your staf f at the conclu-
sion of the inspection.
A copy of our report of this inspect Lon is enclosed and id2ntifics the
areas ccamined during the inspcetion. Uithin these crens, the inspc'tfcn
consisted of a selective excminction of pcocedures and repreecntative
(Ql
records. intervinus wit.h plant personnel, and observations by the inspectors.

No itemn of nonccmpliance with NRC requirements were identified vitnin
the scope of this inspection.
Certain other itens identified during this inspection appear to ba
deviations froa connitments uhich you have nade in previous correcrendence
with the cocmiission.
These items are listed under Enforcerent Actica in
the Summary of Findings Section of the enclosed inspection report.
Please advise us in writing within 20 days of the corrective action you
have taken or plan to take (shouing the estimated date of completion)
with regard to these deviations.
In accordance with Section 2.790 of the NRC's " Rules of Practice," Part
2, Titic 10, Code of Federal Regulations, a copy of this notice, the
enclosed inspeccion report, and your responea to this notice will be
placed in the NRC's Public Docunent Room.
