Dear Mr. Keppler:

Toledo Edison acknowledges receipt of your October 10, 1975 letter and report 75-17 enclosure referencing apparent noncompliance with NRC require-ments listed as " Infractions", under the heading " Enforcement Action" and apparent deviations from commitments made in previous correspondence with the commission listed as " Deviations" under the heading "Other Significant Items." The items resulted from a site inspection conducted by your office

on September 9-11, 1975, and the subsequent NRC exit interview held on September 23, 1975 at the Station.

Following a thorough examination of the items of concern, Toledo Edison Company (TEco) h= rein offers information regarding the apparent mncompliances and deviations, including corrective actions and steps taken to avoid further repetit.^n, as well as the dates for compliance of those items still outstanding.

Infraction:

" Contrary to Criteria 2 and 18 of Appendix B to 10CFR50 and Toledo Edison Quality Assurance Procedure (QAP) 1030, personnel conducting certain QA activities did not receive the training necessary for and/or statement of certification authorizing those activities."

TECo Response:

Commencing on September 9, 1975, TECo QA started issuing and implementing TEco Quality control Instructions (QCI). QCI 3102, " Qualification and Certification." was issued on September 19, 1975.

Implementation of QCI 3102 has produced the required documentation verifying previous training and resultant certification for those individuals who had been authorized to sign off on witness and/or hold points' Additional instructions to the TECo fq QC staff has been issued regarding the proper use of and completion of v) inspection points, including witness and/or hold points, THE TOLEDO EDISON COMPANY EDISON PLAZA 300 MADISON AVENUE TOLEDO, OHIO 43652 l

Deviations:

" Contrary to commitments made to the Commission, the Quality Assurance procedures are not being implemented in accordance with Table 17-5 of the FSAR."

TECo Response; TECo QA anticipates mid November 1975 as the issue and implementation time for the following:

QAP-5010, -5050, -50t,0, -5120, -5130, -5160, -5170, -5200 QAP-2151 reissued complete with exhibits TEco QA issued QAP-5030 and QAP 5180 on October 14, 1975.
